The Quinns Junction Water Treatment Plant (QJWTP) is located in Park City, Utah. The facility was constructed in 2012 by Carollo Engineering and upgrades discussed in this paper were designed by Jacobs Engineering. It was designed with an original capacity of 3.0 MGD with a full build-out capacity of 9 MGD. The plant treats water from the Weber River, whose source can be volatile and is constantly changing. Several projects have taken place over the years to increase the capacity and reliability of the plant due to regulation and aging infrastructure. The Spiro Water Treatment Plant has treated mine tunnel water that is laden with heavy metals and recently was demolished. It will be replaced with a more advanced metals removal plant in the same location. In the absence of this facility and for the next three years while construction of the new plant is underway, the QJWTP will need to produce 5.17 MGD reliably and consistently through the summer high demand and through winter snow making. Operators were tasked with conducting a vulnerability assessment to assess the health and feasability of current and future systems. These evaluations included: raw water settling pond, Pall membrane system consiting of the health of the Pall Microfilters, pressure and flow issues at the head of the plant, the pneumatic system, the CIP system, and the washwater system. Also, flow restriction and capabilities through the GAC contactors and Manganese dioxide skids were evaluated. During the course of performing the the vulberability assessment many new things and lessons were learned about the plant and processes. The efforts have led to an additional $5 million in projects that have to be put in place in order to supply water the area so deseperately needs. These upgrades include a 5th membrane rack, piping changes, mixer changes, soft water system upgrades, washwater system upgrades, raw water pond intake changes and raw water pigging station upgrade.
