This presentation addresses the challenges encountered while building a facility of this size in a cold weather climate in the Rocky Mountains of Montana. The focus will be on the start-up of the facility between ?construction complete? and substantial completion. Specific details of what worked and what didn?t work will be addressed as well as lessons learned on how to better prepare for the next startup of this size and complexity. Engineers, operators, and utility managers can review this paper to prepare for start-up nuances and study best practices.
