This paper will present the startup of the MBR facility. The startup flow was only 2.5 mgd which presented challenges not only for meeting effluent nitrogen and phosphorus limits, but also operational performance guarantees. These included guarantees of chemical and power costs per unit volume of wastewater treated. The paper will describe how these guarantees were met satisfactorily and how the Biowin? process simulator was used to guide operational decisions from the point of seeding to discharge of the effluent to the receiving stream.
